Chapter One: Introduction
1.1 Background of the Study
Entrepreneurship development is crucial for fostering economic growth, reducing unemployment, and promoting self-reliance in communities. In Nigeria, local governments play a vital role in supporting entrepreneurship through policies that promote access to capital, business training, and infrastructure development (Ibrahim & Salihu, 2023). Wukari Local Government in Taraba State is one such region where the local government has implemented policies aimed at enhancing entrepreneurial activities, especially among youth and women. These policies include microcredit schemes, skills acquisition programs, and tax incentives for small businesses. Entrepreneurship, when adequately supported by government policies, can stimulate job creation, increase local productivity, and contribute to poverty reduction.
However, the success of local government policies in promoting entrepreneurship in Wukari has been mixed. While some policies have helped entrepreneurs gain access to resources and markets, others have faced challenges related to bureaucratic inefficiencies, lack of adequate training, and poor access to finance (Danladi & Yusuf, 2023). This study seeks to evaluate the impact of local government policies on entrepreneurship development in Wukari Local Government, examining how these policies have facilitated or hindered the growth of small and medium-sized enterprises (SMEs) in the region.
1.2 Statement of the Problem
Despite the introduction of various policies aimed at fostering entrepreneurship in Wukari Local Government, many entrepreneurs still face significant barriers, including limited access to credit, inadequate infrastructure, and insufficient business training. These barriers impede the growth of local businesses and hinder the potential of entrepreneurship to drive economic development in the region. This study will explore the effectiveness of local government policies in overcoming these challenges and promoting entrepreneurship in Wukari.
1.3 Objectives of the Study
1. To evaluate the impact of local government policies on entrepreneurship development in Wukari Local Government.
2. To assess the challenges faced by entrepreneurs in Wukari Local Government in accessing resources and support.
3. To recommend strategies for improving local government policies to better support entrepreneurship development in Wukari.

1.6 Significance of the Study
This study is significant as it will provide insights into how local government policies influence entrepreneurship development in Wukari. By assessing the impact of these policies, the study will offer recommendations for improving the local business environment, thereby fostering economic growth and reducing unemployment in the region.
1.7 Scope and Limitations of the Study
The study will focus on Wukari Local Government in Taraba State and will assess the local government policies related to entrepreneurship. Limitations include potential biases in responses from entrepreneurs and local government officials, as well as challenges in accessing relevant data on policy implementation.
1.8 Operational Definition of Terms
• Entrepreneurship Development: The process of creating, growing, and managing a new business to generate economic value.
• Microcredit Schemes: Financial programs that provide small loans to entrepreneurs who do not have access to traditional bank financing.
• Small and Medium-Sized Enterprises (SMEs): Businesses that are independently owned and operated, typically with a smaller workforce and turnover compared to large corporations.
